Researchers Norman Groner and Charles Jennings (John Jay College) and collaborator Rae Zimmerman (New York University) described their work in developing a Guide for Responders to
Pipeline emergencies. The guide, sponsored by the Transportation Research Board of the National Academies is designed for use by both pipeline operators and emergency responders. The Guide was designed with feedback from a national panel of experts, and included reviews of National Transportation Safety Board reports, interviews, and original research. The presentation also included a discussion of oil trains, and the applicability of the planning framework to preparing for such events.
