Speakers Dr. Theron Bowman, Deputy City Manager, Arlington, TX; Clark Kimerer, Deputy Chief, Seattle Police Department; Paul Maniscalco, Consultant and Author, Washington, DC; and John “Jack” Walsh of John Jay College of Criminal Justice had a discussion of the state of emergency response services in the United States. The panel discussed the cultural and organizational challenges to wider adoption of evidence-based practices, and reviewed recent examples of large-scale events and the public process of after-action reporting and learning as well as media oversight.
